Administration Under Shivaji

ADMINISTERATION        UNDER      SHIVAJI

the  Chatterpati  Shivaji  was the founder  the Maratha empire , he was a benevolent , just and brave   ruler who  worked   for his  home land and declared himself  the protector  of cow , Brahmin and Hindus . he kept tight  vigil over the general public and tried to wi their heart by courtesy  . his parents were shah ji bhosle , jija bai .
He born in 1627 and died in 1680.

FEATURES OF HIS ADMINISTERATION

1- He assigned   different responsibilities to different people to avoid concentration of power.

2- He had direct control with the cultivators  

3- No office was hereditary   , as he tried to abolish   jagirdari also

4- There was no distinction, based on caste and  tribes .

    

PROVINCIAL ADMINISTERATION

1-  The empire was carved into four provinces for effective  management

2- The provinces were under the viceroys  named  mamlatdar

3- The provinces were further divided into several districts and several villages

4- The village were like semi republics headed by head named   deshpande or patel

 

ASHTPRADHAN

It was formed in 1674 ,  with topmost position , named pesewa and lower most pundit rao

1- PESHWA  , he was  like the prime minister and head of all ashtpradhan

2- AMATYA , he use to be the finance minister of the empire , he use to keep a vigil over accounts  and central coffer

3-  SACHIV  He was like secretary who deals with collection of land revenue

4- MANTRI OR VAKNIS   he was the head of espionage department  and he was  like home minister or interior minister

5- SENAPATI  he was defense minister of Maratha empire   who mainly deals with wars and battle preparations .

6- DABIR   he was foreign minister   , who send and receive diplomats for other ruler ad lands

7- NAYAYADHISH  he was the chief justice of Maratha empire and mainly deals with civil and criminal matters

8- PANDIT RAO  he was the head priest of the empire mainly deals with religious affaires  of state

 

 REVENUE SYSTEM

1- 40% of the produce was taken as land revenue either cash or kind .

2-  It was directly realized and collected by state

3-  The land was measured and the revenue was determined

4- There  were two types of taxes  first   was chouth , and second was sardeshmukhi

5- Loan was given to farmers during famines and floods

 

 

 JUDICIAL SYSTEM

1-  The highest court of appeal was hazarmajlis  or court of king

2- The punishment were cruel and primitive

3- The nayaydheesh in ashtpradhan also part of the judicial system

 

 ARMY

1- The army was very mobile , well trained and , patriotic  in nature

2- he had fleet of ships and his navy was   lethal .

3- the army was regular

4- army was paid in cash

  CONCLUSION the Maratha administration was  an efficient , rational and well planned.
The system worked for egalitarian society based on the concept of altruism . as shivaji was  a tolerant and cultured highly virtuous  man  , he never attacked or maimed the Muslims and never destroyed any mosque , comparing to the Aurangzeb fanatic    administration  he  was a liberal ruler .
