Just like the congress which in early phase worked through petition just like that the dogra sadar sabha worked in jammu Kashmir. It was very loyal to the dogra maharaja and enjoyed there patronage.
1920-1930
During this phase the dogra sadar sabha  inspired by the Indian national movement which was dominant in the india and by working of congress, this in turn leaded to hostility and suspicion in the mind of the dogra rulers f the jammu and the dogra sadra sabha was permoting swadeshi in jammu and teaching people or say awakening them in jammu.
Due these reason in 1930 the sabha was banned by the maharaja.

During this time they demanded Panchayat reforms, land reforms, press freedom and representation for the people.
